Business Services
Welcome to the Business Services Department of Mark Twain Union Elementary School District. Most of our work happens behind the scenes, and all of it serves one purpose: making sure every dollar entrusted to the district supports our students, our staff, and the community we serve.
Business Services is responsible for the district’s financial health and day-to-day operations.
Our Responsibilities
- Budget Development and Monitoring: Preparing the district’s annual budget, interim reports, and multi-year projections so the Board and community can see how resources are used and planned.
- Accounting and Audits: Keeping accurate financial records, working with independent auditors, and meeting state and federal reporting requirements.
- Payroll and Employee Benefits: Paying staff accurately and on time, and administering health, insurance, and retirement benefits.
- Purchasing and Accounts Payable: Buying goods and services responsibly and paying vendors promptly.
- Attendance Accounting: Reporting attendance accurately, since it drives much of the district’s state funding.
- Grants and Categorical Programs: Tracking restricted funds so they are spent as intended and aligned with the district’s Local Control and Accountability Plan (LCAP).
- Facilities and Nutrition Funding: Supporting school facility projects and managing the finances of our child nutrition program.
- Risk Management and Insurance: Overseeing property and liability coverage and workers’ compensation to protect students, staff, and district resources.
Careful stewardship, transparency, and strong partnerships with our families and community keep a small district strong. Tatia Davenport, CEO of the California Association of School Business Officials (CASBO), reminds us that school business professionals help public schools “deliver on the promise of a high-quality education.” We take that to heart. We believe in spending today’s dollars on today’s students and today’s staff: the resources we receive each year are meant for the children in our classrooms now and the people who teach and support them, while we still plan responsibly for the years ahead.
“Great schools build great communities, and great communities build great schools.”
— Dr. Floyd “Doc” Buchanan
